Maybe there is a way to work around this:
A few times my carriers have been caught by a surface fleet (my bad) They have very good speed and all I want to do is to order them is to make full speed for the exits
...but they keep insisting on turning into the wind to land aircraft so even the fastest ships die if the enemy are approaching from upwind
Is there a way out of this that I'm missing?
Or
Is there a way to order all air operations to be suspended? (accepting that operational losses would be high is better than loosing a carrier)

I wonder how Taffy 3 would fare in this game if there isn't such an option!

My technique for protecting my carriers is at the start of a scenario, check wind direction. If the wind direction is coming from where I expect the enemy force to appear, as soon as I have formation control, I send my carriers in the opposite direction at maximum speed. I continue to watch the carriers as they go through CAP launches, and order them back to my preferred heading if they persist in steering towards the enemy. Also, if coastal terrain allows, I artificially "park/anchor" my carriers in a bay that blocks them from sailing into the wind. Air operations continue, but the carriers can't move because of the land barrier. Unrealistic, yes, but it works under the right circumstances.
Another technique I try is turning off my air search option and minimize CAP. This reduces, but does not eliminate launches/recoveries. I also make sure all my aircraft are "unready". I have thought about readying all my fighters for an attack mission, but not launch them, just to make them unavailable for CAP or any other use by the AI.
