The game generates at best mediocre legacy ships at the start of 1920 games. Is there a way to do a manual build of legacy fleet for 1920 starts? If not, is there a way to limit the number of legacy ships at least, like Germany? Playing as Germany, you only have a few ships to start off with, so even if those ships are bad designs, it doesn't have much impact.

The devs said it would be too unbalanced to be able to design an entire fleet with, say, Great Britain's 18 inch guns and huge docks by 1920.

The point is that you have to deal with all those mediocre ships at game start, just like the AI. Manually building a legacy fleet in 1900 is an advantage, but not a massive one like it would be in 1920.

rarely play 1920 or with legacy fleets, but when i do i usually scrap most of my ships and go on crash building program
might leave you in an uncomfortable spot for your first war, but as 1920 Germany i'v done surprisingly well with a DD only fleet before (since you start with massive build restrictions)

I never use the 1920 start, mostly due to the legacy fleet, I suppose. I always build my own legacy, and not because I want the OP designs but rather I want "my" designs, usually in theme of some planned RP.

I use the 1920 fleet on many occasions. Generally its to shorten the game play and do a virtual historical game about navies in the 1920's. I don't worry about legacy fleets, I scrap cramped ships immediately, I scrap 400 ton destroyers. I will modify the other destroyers to use them as trade protection ships. The light, heavy cruisers are modified to use overseas for GB and other nations with overseas bases. As to the battleships, well I modify them to gain as much speed as possible and still make them useable. After performing this series of changes, I begin to develop newer light and heavy cruisers. I don't keep the AC for long, I scrap them. All this generally gives me a good budget addition. One key is that I don't fight many wars, I avoid wars like the plague. Works better for me.
I use history to guide through this process.

As an alternative, I believe Seawolf has a 1920s start for one of their historical ship "mods" (more of a save game) if that would prove a useful alternative.
