Hello, it recently came upon me that specific stuff about it wasn't explained anywhere (or at least I wasn't looking hard enough). So here are the questions: 1) Do base resources grow during wars? Or it may be better to have shorter wars where you gain less, but more time for economy to 'breathe'? Do events with 'new industrial methods' fire during the war?
2) Does amount of base resources you gain during peace depend on points you have? For example, such cases: a)You had 18 points to spend and spend none
b)You had 18 points and spend some 14. c)You had 4 points and spend none.
Will those case differ? Will the amount depend on your enemy's resouces (making it more profitable to go after USA).
3) In manual it says ' The base resources will also increase steadily at about 3-5% a year as a result of economic growth.'
Are those 3-5% from your starting resources, or current resources?

1. Not entirely certain, but I think they do. I think the new industrail methods can also fire, but with less chance. It seems to depend on navy budget - the less budget modifier you have the more likely improvement seems to be.
2. Every UNSPENT point is converted into base resources. More unspent points means more resources.
3. Current, I believe.

If I understand correctly, and industrial methods give you even more resources - it sometimes may be better not to rush into any available war.
