Old style penetration tests - the sort where they took a plate of armour and shot at it - had different criteria depending on the firing nation (and the time at which the test was made). As memory serves, the UK and US policy was a gun and ammunition combo was rated as capable of penetrating armour provided at least 50% of rounds fired resulted in complete (as opposed to partial) penetration.
Of course, some of the criteria can be tricky to negotiate - for example UK and US used an angle of 30 degrees (to the vertical) whilst Germany used 60 degrees (to the horizontal). Actually the same angle, but it's not always made clear.

Do keep in mind ballistic acceptance tests for tanks and naval vessels are quite different usually "penetration" is also defined differently on tanks and naval vessels and differing degrees of penetration can be achieved generally speaking US ballistic quality control tests had 3 rounds from a lot be shot at a certain velocity against a known thickness plate they would do this for a range of velocities if more than 1 of the 3 failed the lot would be thrown out and if one failed retest would be done if possible

Those ships are no larger than the Alaska large cruisers Which shouldn't be classified as battlecruisers, btw. Yet in game they are.
Though, nicest thing here would be to let you choose in borderline cases as such, depending on your doctrine.
