I'm sick of the large liner event, it happened to 5 times in 3 turns, on the third turn it appeared 3 different times, I'm sick of it, make it a more rare event, it caused Germany and Italy to enter the war, I lost Haiti, Guantanamo Bay and New Providence to Germany, this event shouldn't happen so much, it should only appear once per turn then not be able to appear for at least 6 months afterwards Attachments:

I use prize rules and I have NEVER LOST A WAR YET. As the Japanese, I have crushed everyone including the US.

I initially when the game begins, put torpedo and submarines on high. When available I build 20-30... or more medium range submarines and minelayers. Something to remember. Do not use WW1 and WW2 as guidelines for submarine warfare. Those were WORLD WARS, everyone was shooting at everyone in Europe and the Pacific. This does not happen in the game, the wars are generally between two nations with maybe alliance nations helping. Therefore unrestricted submarine warfare is very very dangerous to your war effort.
Chief of Naval Operations Admiral Harold Stark ordered, “EXECUTE AGAINST JAPAN UNRESTRICTED AIR AND SUBMARINE WARFARE;”

The event is fine, but you have a lot of subs, judging by number S-96 being used and you put them on unrestricted warfare. I'm not surprised and neither should you.

How the game works: if you have many subs and unrestricted submarine warfare, your chances of getting this event a VERY high How it works IRL: with each liner lost the chance of loosing another one lowers, as the others are now better protected and/or not used on the most dangerous lines

Its also 1937 in your game so not even WW 2 grade subs.
An explanation of Unrestricted Submarine Warfare might help understand what is happening.
In Prize Rules the submarine: = sees a target in a the zone of patrol = checks if its a warship then can attack = if its a civilian the sub will... surface = on the surface the sub demands the merchant stop = the sub sends a crew to search the merchant for signs of military supplies = or at the very least let the crew disembark
In real life they did that up until a USA airplane decided to shoot up a submarine at a merchant where they were avoiding the loss of life. True story.
Unrestricted goes as: = sees a target in a the zone of patrol = checks if its a warship then can attack = if its civilian attack it anyway
There is no prolonged identification required nor any search to confirm military supplies.
In real life the Lusitania was sunk by the German which tipped the USA into the war but now we have divers that found there WAS military supplies (munition casing). That means we know today the USA had violated neutrality. At the time they covered it up.
In a periscope in various sea conditions a passenger liner can look a like... well... a passenger liner being used for military purposes. The Queen Elizabeth passenger liner was used to bring troops across the Atlantic. There were passenger liners on that route that werent carry troops too.
Hence the "passenger liner" incident event and how it can happen if using unrestricted warfare
In real life unrestricted submarine warfare AFAIK has been used by Germany and the USA. Yep USA did it too, the pacific of WW 2. I've seen discussion from Silent Hunter games talking with veterans about how they figured out to fir torpedoes on sound only information. No visual look at the target at all. IF it was in the unrestricted zone it was to be sunk.

If the USA joined the war then the war would've been over in like 1916 or 1917 as opposed to 1918 given US Industrial might and manpower let alone finances. What made the USA join WW1 was the Zimmerman Telegram because the British were tapping our diplomatic cables because the Germans asked neutral countries if they could borrow their diplomatic cables to send messages after the British snapped the German undersea cables. In this case, they decided to use the USA's own cables to send a message to Mexico about invading the USA. No, I'm not making this up. Also the Lusitania was a british ship, not an American one, so no violation of neutrality there. Even if it was an American ship it still wouldn't be a violation of neutrality as even Germany was eligible for trade with America under official policy. Granted, a British blockade makes this very difficult. But, it is not a violation of neutrality. It is more a question of why a civillian passenger ship is carrying military cargo and as it is it's civillian status is forfeit and it fully deserved to be sunk with fault laying with the British officials who allowed it to be loaded with military cargo.

After a previous sinking of a liner and the loss of American lives, the US had demanded that Germany stop unrestricted submarine warfare, and Germany did.
Jutland was an attempt to use the battle-fleet to open the blockade. When that failed, Germany resumed unrestricted submarine warfare over American protests. That, the sinking of the Lusitania and the Zimmerman telegram all convinced the US that Germany and not Britain was the principal enemy and a US declaration of war shortly followed.
The US was outraged at the Zimmerman message but - with respect to our Mexican friends - not especially worried about invasion. Mexico's economic and political situation was fragile (at times chaotic). That's in addition to the fact that the President of Mexico was absolutely not willing to wage war on the US, no matter what some remote European nation promised.
US industrial might was evidenced in only a few areas, mostly US troops used French and British weapons and equipment. The collapse of Russia and her withdrawal from the war were, however, more than balanced by the American manpower pool and ability to finance the war. (Russia's manpower pool was larger, but there was no way for the western allies to help equip, arm and supply those troops).

The Lusitania did not bring the USA into WW1. It was not the proximal cause of the US joining the war, but it did significantly affect US opinion.
