not a bug really, perhaps as intended
getting near end game, decided to have fun and edit the save to start a war against the UK with me being allied with every other country
i don't build subs so i have zero, but my allied naval forces have combined 500+ subs (Russia 241 and Japan 213)
a few years into the war i noticed that my allied country's subs havn't sunk even a single merchant, and even though i wasn't blockading UK none of them ever built a single AMC
perhaps as intended, but thought it was notable that allied countries don't contribute to trade wars

I think it is working as intended. For me it gets somewhat frustrating... If the AI gets beat-up during a long war it will build very few capital ships while sinking funding into subs; later if they ally with you, then they are effectively worthless allies other than what they provide via baseing.

I think they decided to keep the AI allies usefulness at the same almost negligible level. If their submarines contributed to trade warfare they'd be over 3x as effective.
That's still pathetic but it'd amount to something. Maybe.

Well that just answered some lingering questions I had about allies usefulness. I wasn't sure if they contributed to submarine warfare or not. Now that I know this, they will almost never be worth it to take the income hit for an almost negligible benefit. They are only good if they are in the home area of you or your enemy - besides basing they also help with the blockade calculation just by being there.
But otherwise - dang. Allied perfidy is much more of a casus belli than the "random Fascist country invades this other random country half a continent away" event.
It would be much more realistic to have a "hey, remember when America signed that alliance treaty, and asked you to back her up, and then when you went to war expecting America to join since they asked you to start the war, they just hung back on the East Coast even though their navy was bigger than yours and your enemy's combined? Well, you managed to win without America's help, so now it's payback time!" event.

Allies in the Expansion will be 'more useful', and allies of your enemies will also be 'more dangerous'
