I'm playing a 1900 start with France with historical resources and third largest fleet size, airfields are limited to 60 along with varied tech (tech quirk 2 is active and I'm getting messages periodically about poor long range torpedo performance).
In a battle against Japan, a British BB (Redoutable) is stationary right off a 4" gun battery. The BB will not provide range info regardless of where I put my cursor, nor can I target the 4" battery. Its accompanying DD will target the 4" battery and the DD is also providing range info to my cursor.
In other games this inability to target close in ships occurs fairly often with Torpedo's as well...
Screen shot attached along with save game. Reloading the save game twice did not redress the targeting issue.

Did your BB target the enemy gun battery when it was farther from the coast, or did it still not target at that point?

The BB does target once it moves away from land for a period of time. If I move it away from shore, I have enough time to bring it back in close before it will then usually target the battery... That is to say that it looks like moving away resets something, but it seems to take time for the BB to register the battery as a target which allows enough time to get the BB back to shore before it starts to fire.
I had the same issue in a different battle with a 6" battery on the island to the south of the 4" battery. At night two BC's sailed past the 6" battery in a line formation, the first BC targeted the battery while the second BC would not show any targets until it was well out of sighting range of the 6" battery. I do not have a save of this second battle...
