page 30 of the manual:
Cruisers assigned to trade protection will patrol against enemy raiders and provide heavy convoy escort
Raiders run a risk of being intercepted by enemy trade route patrols and brought to battle. Note that a raider winning a battle but suffering significant damage might be forced to scuttle itself or seek internment in a neutral port.
Ahh, that explains why I am not getting interceptions with AF ships! I have to say I think this is an unfortunate change from RTW. TP ships appear in place of KEs in coastal raids and do not appear in normal battles. As AI often raids with very heavy ships it would require putting CAs or BCs in TP so they no longer work as blockade or can't protect colonies from invasion and can easily stumble into strong AI squadrons in coastal missions. On the other hand ships operating a blockade no longer intercept raiders which is strange as it was one of their major tasks... williammiller maybe add some special status in the expansion that will better portray heavier ships trade protection duties? After all, TP cruisers appeared in major battles in ww2 like the hunt for Bismarck or Scharnhorst. And majority of Mediterranean operations were raider/TP type operations... Or just return to the RTW way.

I saw that too.
I think the questionis if putting cruisers on AF in a sea area will catch raiders too?
