Right now I feel like the refit department needs some sort of improvement in that you can have an old pre dread in service from 1899 till 1970 without needing a refit. My suggestions would be to add mandatory engine refits and other type of related equipment with having a certain life span before needing to be replaced that can be determined by how much use the ship gets and if you don’t the ship will just stay in dock. This could make the play throughs a bit more challenging and make you decide if building a new ship be better. I would also like to see the ability to add and take armor away more specifically belt and deck armor as to simulate replacing old armor with new armor or just adding armor in general like the Renown’s.

You don't *need*to refit it, but ships that are not refitted:
*Are more prone to engine problems (worn out engines)
*Are prone to suffering increased flooding (leaky hull)
*Are stuck with poor quality fire control
*Pay more for maintenance
Not to mention an 1899 B will get hammered by a modern (1965) CL.

It looks like there are two types of refit potentially being discussed here.
1. Rebuilding the ship with actual improvements - upgrade engines, guns, FC, bulging the hull, etc. 2. Refreshing the paint - rebuilding the ship without any actual improvements being done... Just deep maintenance on everything to bring it back to its original functionality.
Option 2 addresses things like crew conditions, leaky hulls, worn out engines, but it doesn't result in a functionally superior ship than how it was built.
I think something like requiring an upgrade refit (Option 1) after 25-40 years (if not at war) makes a good amount of sense. Parts availability / commonality of parts for overseas deployment, technology advances, crew safety / crew training, and a host of other things could be the in game impetus for the requirement.
