Not sure what you mean. Are you talking about the size of ships you can build? In that case, you can increase the size of your shipyards ("Build" button bottom left, right of "Dock size". Size increases incremental (1 or 2,000 tons, depending on fleet size), costs some money and takes one year.
If it's something else, can you specify?

is the a way to change the maximal national displacement? In real shipbuilding, the maximum displacement is a function of length, beam, freeboard and draught. These parameter along with armor, and guns will determine the displacement of the ships. All these parameters will be guided by the shipbuilding dock size and slip size capability. The British Royal Dockyards had problems with space on the Thames in the early part of the century due the issue of increasing the dock and slip size to build the new dreadnoughts. So, they had to begin to build their ships on Clyde and in Belfast, Ireland Example: USS Arkansas designed and built in 1910 was 559 feet long, 93.16 feet at the beam, draught was 28.75. Her freeboard was 30 feet. Her standard displacement was 26299. Her hull, fittings and equipment contributed 34.6% of her weight, armor 37%, with armament at 11.2% and fuel, ammunition and stores at 11.4%. Her beam was restricted due to the Panama and Suez canals. I am assuming the nation displacement restriction is due to dock size and naval bases both of which you can improve. I begin almost immediately to improve my naval bases and dock size.

Building ships - especially at or near the maximum available displacement - may trigger a 500t or 1000t spontaneous increase from time to time, up to about 40,000t?

Never mind i was stupid^^ thought i have a bigger dock than i actually had:D If a friendly nation has a better dockyard than you you can build a ship there. Should try to stay on good terms with them though since if tensions go higher they can confiscate the ship for themselves.

Should try to stay on good terms with them though since if tensions go higher they can confiscate the ship for themselves. You can get some really good ships this way if you are a weaker nation, but you can also give some good ships to your enemy after first paying for them for 30 long months. Such a confiscation is incredibly irritating and demoralizing. That nation will be your enemy forever, guaranteed, if they pull this stunt.

Aye, you do have to play very passively, remembering which nations are building your ships. If in doubt, blame the Russians. Edit: Also worth pointing out you may earn RPs from studying foreign-built warships.
