Just curious, is it something that can be changed manually or is it based on the ships in the formation/fleet?
I ask because in my first game cruise speed always set ships to 16 knots, now on my second game it sets them to 14 knots. Wondering what the difference is.
The only thing I changed between games was this run I went with large fleet size and historical budgets, the ships all have roughly the same speeds as they did in my original game. (18-20 knot Bs and 20-23 knot CA/CLs for 1907)

Always starts out at 14kts for a 1900 start, then increases to 16 after a few years. Not sure if it is a tech thing or based on time frame.

Empirically, it appears to be a set of discrete values that are roughly based on the max speed of the ship in question and possibly ship type, capped at 16 kts if I'm not mistaken. For cruiser builds under 24 kts and for pre-dreadnoughts you'll generally see cruise speed of 14 kts, otherwise 16 kts.

In my experience, every ship starts with a cruise speed of 14 kts, and every ship changes to 16 kts at the same time. If it is based on max speed, why does the cruise speed of my pre-dreads increase? I'm betting it's tied to research. More efficient props (more thrust at the same RPM) would make sense, except for the top speed not increasing.

I'm curious to see a B with a cruise speed of 16 because I don't recall ever having that. If it's tied to tech that is presumably not retroactive, how late do you build your last B?

Exactly, and it isn't really that late. The OP probably didn't have a war before the cruise speed change in their first game, and therefore skipped the 14kt stage.

I am pretty sure I did have a war before 1907 in first game, but I was not paying close attention to the cruise speeds at the start. Do you know around what time it changes? Would tech speed affect it?

I've always noticed it changing right around when I get the Steam Turbines tech, although that's anecdotal.

I just had a war in 1905 and cruising speed was still 14 knots, so if it _is_ based on the year, it changes after 1905.
That being said, having it based on technology would make a lot more sense.
Edit: Dec 1907, war with Russia. Cruising speed is still 14 knots.
Jan 1908, I get Steam Turbines Cruising speed is now 16 knots.
Unfortunately, the timing with re. to steam turbines really sucked, so I still can't tell if it is from 1908 or if it's the turbines, that change cruising speed from 14 to 16 knots.
