Have considered something like this, but my worry is that some/many players might not be happy with a natural disaster almost entirely beyond their control altering the fate of their game. Definitely an important consideration - maybe there could be an on/off toggle for natural disasters at the beginning of the game?

I've seen this sort of thing talked about in games before. Players (in general) get really annoyed when they are the victim of random bad luck, and tend to question the randomness.

Those same players in real life have no consideration for the possible natural disasters that can affect them. People in Washington state don't realize the volcano threats nor the Tsunami threats from the Juan De Fuca plate. Same for Los Angeles and San Diego, my city. As the past events fade, they tend to fade from memories. People watch TV, see the earthquake off of Japan, or hurricanes that strike the Gulf Coast or the earthquakes in the Caribbean and then move on to other channels. Then one day, a disaster strikes and bingo, they are now aware of them. This same attitude occurs with airplane crashes which we just had last week within miles of our house and right next to our daughter's apartment. No one looks up at the planes flying around them and wonders about them. San Diego has two earthquake faults to be concerned about along with military aircraft and commercial planes flying around all the time. Those who fail to learn from history, are doomed to repeat it now comes to mind.

I'm not sure what level of scale is being suggested here. Yes I can see it as being game breaking, but only if they make it so.
Honestly, I thought we had "natural disasters" already in the game... I've taken a lot of the existing in game events (economic slumps come readily to mind) to be natural disaster related (due to volcanic ash in the air limiting food growth or earthquake / flooding damaging rails, power, ports, industry as a whole) in my role playing as a first sea lord. As a first sea lord, our duties don't encompass much in the economy, foreign aid, etc. arenas; so I'm not being told what happened in the world, just the impact that is having on the navy. I think at least 1/3rd of the events regarding sending forces to subdue an area or to seize a possession are driven by natural disaster events forcing the collapse of the local government... For example drought for a few years can and should result in rebellions... Personally, I should know whats in the news to anticipate public support in the colonies; so some flavor text and expanded event chains, like seeing rebellions coming with preceding disaster text (drought, economic failure, volcano, earthquake) would be appreciated by me.
The one thing I would like to add is discussion is that from the first or third sea lord's perspective, I would be most worried about my ships being damaged and potentially sunk from earthquakes and weather events - Japan 4th fleet incident, September 1923 Great Kanto earthquake which effectively killed the original Amagi, October 1945 Typhoon off Okinawa, etc., etc., etc.
Just to be clear, I'm not personally worried about losing ships to disaster events - we already have subs (and sabotage / sub sinkings in peacetime)! The Lusitania would argue that subs are the worst disaster event you can have. (Please take the Lusitania as an attempt at humor.) If the devs are worried about players response than I would suggest a button / toggle like they have for flash fires, restricted AC development, harsh peace deals, etc. to turn off the events.

If it would be in the game, it should probably default to 'off' so players who want to play with them can have natural disasters, but those who might not notice don't get disasters sprung on them

Could it be a check mark like when you start the game like how you can pick if you want to start a treaty and limit airbases. Then it’s the players decision if they want natural disasters in their game?
