There are times Id like to use my dive bombers to attack enemy DD. Current airstrike options are Any, CV, BB or TR. Id like to add DD to that.
Or maybe the target as "Escorts"
The function looked for is to have the accurate dive bombers attack the escorts, DD and maybe CL, while the torpedo bombers are tasked to the very big ships.

The thing I'm wondering is, why? You're either attacking a major battle fleet, in which case sinking a battleship or carrier is infinitely more valuable than a couple of destroyers, or a convoy, in which case there's no real reason not to go for the transports, since the VP the enemy get for a TR is more than you'd get for a destroyer most of the time anyway.
The only time I can think of where you'd want to attack DDs is if they're the only available targets, in which case "Any" will work fine.

Switching to targeting DDs enables the aircraft to divert to hit DDs away from the strike zone, so it would help if you have unreliable spotting reports

Combined fleet actions are a thing.
Sending dive bombers to hit the DDs...
...stops those DDs giving HAA to CVs. Damaged DDs will fall out of position weakening the next wave against the CV.
... stops those DDs from torping my BB/BC/CA that can easily gun down the CV. The CV has way more MAA and LAA. So there is an option to peel off the torp danger of enemy DDs
... stops enemy DDs from shooting my DDs who in turn can easily kill the TRs if they get through. Bombing the TR means my DD can still be killed by their DD.
Also if I have overwhelming airpower I will still want to avoid wasting air torps on the evasive DDs. The torp planes can be set to the CV/BB while the dive bombers are sent after the DD.
There are situations where its the right choice.

I would like it for after you've riuted the enemy and don't want your planes pumping a couple dozen bombs into already dead capital ships.

Ive also just watched a 1954 game where the enemy CVs has SAMs that murder my attacking planes. Targetting not-the-biggest could also help avoid the SAMs, pick off the torpedo danger of the DD and allow a follow up gunship (BB/BC) to close in.
