I have tried modifying the game files "XXX.nat" with Notepad & Notepad++ but the game does not recognize the changes that I made. Any advice on how to do this?

don't know if you mean changing for all future games or for a specific save, but for a specific save go into the game save folder and open RTWGame(X).bcs with notepad - (X) being the game save number

Not for saves. I would like to change the starting budget in order to make some countries more competative. Here is the CSA 1900.nat file. I tried to change the Admiral name from Buchanan to Slocum. The file now reads as below but the game still uses the name Buchanan. I would also like to change: EfficientShipbuildingIndustry=1 to a 0 UndevelopedShipbuildingIndustry=0 to a 1 BaseResources=16 to a 20

OOps. I already have changed
EfficientShipbuildingIndustry=1 to a 0 UndevelopedShipbuildingIndustry=0 to a 1
but as the admiral name is not changed I don't think these were changed.

Eureka! I have the answer. There are 3 CSA>>>nat files. I finally tried changing CSA.n00 (after trying the other 2) & I got the results I wanted. I used Notepad++. So now I can adjust the starting conditions for the game provided countries.

The Possession[x] entries list the nations starting territories - these are only there because it’s not one of the default starting nations. It overrides the default possession owners in the mapdata file. BKT[x] are Blitzkrieg targets, possessions that can be taken in a blitz attack if the country is fascist (and maybe communist too?)

Go to the MOD LISt, the topic just above this one. Near the bottom download the custom nation editor. Open the text file that explains it. I gave the CSA Base Rsoruces of 18. This makes them competive. Out of the 7 nations they normally rank #3 or #4 in income. I also got rid of their undeveloped ship building industry & gave them an efficient ship building industry with a starting dock size of 16. Plenty of ways to customize a country. A tempting approach is to keep it small but make it good at everything & maybe a limited democracy (that is why it is good at everything!) For instance make the starting guns a 1, change AttentionToDetail=0 & TechnicalExcellence=0. I really like Research10Advantage=1 as this gives an advatange researching subs. A small country can win a war with just this. I might switch Panama to a starting possesion or give it to the USA as something good to fight over. There is a similar file for Spain, who desperately needs help.
