I was trying to create wonky scenarios to see how big tech disparity affect a battle. Its easily possible to be behind yourself by playing a poor nation and not spying on anyone or building ships at other's docks, but the reverse seems to be complicated because intelligence seems to lead to more tech stealing the further ahead you are. I'm basically trying to play a super advanced nation without anyone easily catching up. Yup its dumb.
Anyway, does anyone know how to disable tech stealing this by altering any of the files? Thanks.

Not possible. The game is intended to simulate the fact that ideas and inventions tended to spread in the era simulated.

not really the same, but as an alternative you could try playing with the UltraRandom Tech Mod - you can get any tech at any time so you generally end up with some late tech early and early tech late it's a lot of fun going with what you'r stuck with - i'v gotten purpose built CVs before i even started developing aircraft while also not getting oil firing until 1937 and being stuck with 600t DDs until 1939 the only thing is that you always end up getting radar by 1910 since in the mod all techs are revealed from the start, while in a normal game radar tech would be hidden until a certain date - but i actually like that if interested you would want v1.1 nws-online.proboards.com/thread/4913/mod-release-un-random-tech

i'l add that with the UltraRandom Tech Mod 1.1, any bonus tech a country starts with gets released to you in the first year of gameplay
so if you started a game as France with the UltraRandom Mod you would be given quad turrets before 1901
