Situation:
1941. Fascist Germany declared war on me. I have more than 90% but less than 100% of Germany's force strength in Northern Europe. Germany begins the war with an attack on my Norway. But I am not afforded the opportunity to contest it in battle. It goes straight to the "invasion in progress" marker.
I can understand not being able to give battle if you have very few forces, but it's more questionable when the forces are similar. If I had 150% of the force strength in the area, would Fascist Germany still be able to perform an uncontested Norwegian invasion?

I believe its meant to simulate what actually happened in 1940 Norway, where the element of surprise let the much smaller Kriegsmarine invade Norway, bypassing the Royal Navy, and although they did lose Blucher to coastal defense during the invasion, the naval defeats the Kriegsmarine suffered in Norway came after the successful surprise invasion.

This might be how the blitzkrieg function works. Mm, I think in this case the Surprise Invasion available to fascist/authoritarian governments is at play, while Blitzkrieg works as an Event.
