I think one thing that is needed is specific orders, greyed out at peace, but at war you can check a box and your fleet will generally attempt to fulfill the orders given. Basic ideas - Seek Fleet Battle: The fleet will sail out and attempt to force a battle with the enemy fleet. Also likely to have convoy attacks and shore bombardments with your primary battle fleet.
- Avoid Fleet Battle: Will never send out primary fleet outside of rare fleet battles, will randomly lower prestige every few months if you're blockaded
- Naval Support: More shore bombardment missions, especially with capital ships, have relatively high chance of capital ships getting torpedoed via event
- Skirmish: Primarily cruiser battles, convoy attack/defence, and coastal attack/defence missions primarily utilizing CVLs, CAs, CLs, DDs, KEs, and AMCs
Probably have a set of buttons for each region so if Britain is fighting Japan they might be aggressive in Northern Europe since they'll only face small forces of cruisers but focus more on small battles in Northeast Asia where they'll be inferior, with a flexible choice in SEA where it'll be closer to parity. You give general orders and situations arise semi-randomly, you can't force a fleet battle, but if you keep sailing your fleet out and shelling enemy coastal positions the enemy is more likely to bump into you or try to drive you off.

Great idea! I like the flexibility of these options, which can make the war more complicated and realistic!

I really like this formulation. It maintains the simplicity of the higher level deployment options that the game currently has but gives the player just enough control to better incentivize the deployment of different styles of fleets depending on preferred overall deployment.
