Hello there.
Been having a poke at making the Ottomans playable. And going a little bit beyond that. Don't have time to finish it just now, but I'll put up the files here so they don't go missing. Feel free to do whatever with them.
Note that this mod is still work in progress.
Known Bugs: There are error messages and unfinished waypoints. It runs and you can play a campaign! But you need to click (or hold enter) through a bunch of pop ups when launching a new campaign as the Ottomans.
Installation instructions
1. Backup your DATA folder, the files in the zip will overwrite the same named files in your RTW3 folder.

2. Extract the contents of the.zip file, copy over the Data and Flags folder contents into the respective RTW3 folders, click yes to overwrite the same-named files.

Note again: Error messages will pop up when selecting Ottomans in the nation select menu, and again when clicking OK to start the campaign after picking a save file position.
These are not fatal errors, but relates to placements of certain assets and waypoints for battles in the added regions (probably need new coordinates, although I've gone through a map and added a bunch I'm not entirely certain on the rules for them).
Gameplay wise it means that battles that take place in the new possessions will not have entirely functional waypoints, but you can still manually fight the battles there.

- Ottomans replaces China as Nation9.
- Contains BNat1890 and BNat1900 for Ottomans. Updated MapData and Mapdata1890, OttomanShipNames and OttomanWarinfo+OttomanWarinfo20.
- The Ship name list is expanded from the RtW2 ones to contain the new ship types, aircraft manufacturer names and so on. The added ship names are based on historical ottoman figures/titles.
- Officer name list expanded with some more names over the RtW2 one.
- Added 4 flags for the Ottomans, for their various government forms.
- New Possessions/Provinces added:
The Med: Syria (got oil), Palestine, Bulgaria, Romania (got oil), Odessa, Crimea, Transcaucasia (Got oil and includes Georgia) and North Turkey (Trebizond and two other ports). Yes, the "Black Sea" is part of the med sea zone here, simplifies things a bit.
Indian Ocean: Iraq (with Kuwait as a port)
- Activated Possessions already in the vanilla game files: Turkey, Persia (vanilla, neutral place to take over).

Nation Info:
Stats: The Ottomans have 8000 starting resources in 1890 and 6000 Dock Size.
Malus: 100 Corruption, underdeveloped ship industry and poor education. They also grow GDP slower!
No Research Advantages.
Their enemies are set to Russia and Italy, might be possible to add a Enemy3=Austria-Hungary (in BNat1890.dat), but I've not tested that.
Friend: Germany.
I'm also working on a alt-history version where the Ottomans are a little stronger.
Mod fixes for the future (to get rid of the pesky pop ups):
In MapData.dat: Clean up/add coordinates in MapArea1Possession19, MapArea1Possession20, 21-26 and MapArea3Possession11 (Iraq).
- Includes adding MapArea1Possession20CAPositions0 through 7 (Coastal Artillery), Startpoints, Waypoints, CruiserPatrolPoints etc.
Might be easier with a future updated editor. Looking at a map and taking coordinates might not be precise enough for some things.
