As the US 1890 start I am finding it impossible to capture Cuba as whenever I increase tension with Spain it drops again because they are weaker.Would it be a good idea to be able to use prestige to increase tension myself or create a casus belli otherwise it seems to me I will never be able to capture Cuba or the Philippines?

Events are pretty much all random. If you persist in choosing the options to increase tension with Spain at every possible step, you will eventually find yourself at war with them. It may not happen as quickly as you'd like, or within the historical timeframe, nor is it guaranteed that your government won't white peace out 4 months into the war before you've managed to get anything from it. Every game will be random in that sense. Sometimes it'll work out in your favor perfectly, and other times you'll be frustrated by it. If you absolutely are intent on seeing that happen though then sooner or later it will.

You can influence politics, but as an Admiral you are not the one creating politic.
The game is about navy. Borders, colonies are as a background. This is not game about conquering other nations even if you can take some colonies. The background is abstracted and simplified.

This is correct. Nevertheless is RTW3 a game, so the player fun is paramount. The historical correctness (if applyable at all to a war simulation software) is a requisite for this.
One possible solution would be a config setting right at the start of a new game. There you choose, how aggressive the politicians and people of your virtual world are. Ranging from -2 (very peaceful and content), 0 (like now) to +2 (supercharged with testosteron, reacting to the slightes insult like an 18th century aristocrat). Based on this the tension would go up and down faster or slower, leading to more or less wars.
This way one player could concentrate on building a nice fleet, not disturbed by actual conflicts (as some seem to do), other ones could conquer the world and paint the map.
