I dunno if this is already planned but I loved playing with historical resources on in the 1900 start. Any chance we could get it added to the 1890 start?

I think they're nervous of how unequal they'd be. The 1890 start fleets are currently very ahistorical! The battleships are not too broken (though half of them should be 15 knot ironclads) but the cruisers are waaay too good and very "1899".

To be fair the 1900 historical start isn't all that equal either but its still quite fun for those who enjoy it such as myself. Oh, I'm fully in favour of an optional reality setting but in 1890 many of the nations are very much in their "My First Armoured Cruiser" phase and even the "Great Powers" like Britain are mostly incredibly obsolescent... Indeed it's in reaction to this state of affairs that the British 1889 Naval Defence Act (and the birth of the US "New Navy") kicks off the twenty-odd years of massive naval expansion ending up (and arguably leading to) World's War One etc... Japan starts it's war with China with the odd ancient ironclad and some cruisers. The USN should start with a very few Protected Cruisers. The Austrians and Russians have a few old masted ironclads plus a few newer things (the best Russian stuff is in the Black Sea though so whether it should be in game is moot?). Italy has a handful of odd 17" gunned turret ships which look scary until you check their rate of fire. It's a rather different world.

I agree that the legacy ships they give you are far better than they really should be at that point. Personally, I just edited my save to be closer to the historical resources for the period. It does nothing about the starting designs, but at least I'll feel better with the closer to reality naval finances side of things. Personally I think I'd just prefer someone to do a mod rather than the devs worry about it. I myself am basing my modifications heavily off of seawolf's 1900 historical mod in terms of base resources, adjusted for it being 10 years earlier and obviously without any of the historical ships.

I'm in process of designing a bunch of appropriate 1880/90 ships for the early start. The pretty new graphics is making it take longer and the lack of a "Make your own fleet" option doesn't help. I'm using a modded jan1890 save with money, guns, yards and tech tweaked to allow more freedom and Torpedo boats etc. I'm sure various modders will be doing sterling work in due course. It seems that the #9 Ides designs cover 1890-97? Which is why all the Auto gen legacy fleets are so modern.

Supposedly it's to avoid players bouncing the AI by building much better ships... Though I have my doubts about that being the main problem. The AI designs are designated in groups numbered 0 to 9 and it may be that the program (which is after all an evolved version of what's now a quite old game) cannot see more than ten sets of designs? With much interest in the later period they seem to have squeezed the most out each "ERA" in terms of years covered? The start era covers 7 years at least, which is a lot of development time! They've added in versions of some older battleships for colour but the British and French battle fleets are nearly all 1890s stuff. And all those fast cruisers that everyone gets! The problem also seems to impact the 1900 start designs as they now cover c.1897-1904-ish and now include "Semi-Dreadnoughts" straight off?

As long as the devs provide the resources for the modders to make it work, I'll be happy. I'm not even a little bothered by this issue atm as it's fully open to us to fix and I've already made many of the changes I wanted for my own game. That makes me happy.

I'd be fully behind that approach if they had, for example, chosen not to bring in an 1890 start that was, ahem, somewhat under-developed? Or just let us build our own start fleets?
