Speaking as somebody who greatly enjoyed the run in which I experienced the naval gun technology bug, thus causing nobody to ever advance past 14" guns, and understanding that such a run is not everybody's cup of tea, I would personally like to see an option similar to that of the slow aircraft development checkbox at the start of the game applied to naval gun technologies, either slowing their development, or preventing guns past a certain caliber (perhaps maximum at game start +1 or 2 inches, which would provide for 14" or 15" for 1890 and 1900 and 18" or 19" for 1920 and 1935) from being unlocked. This could provide for an interesting challenge or provide a path of alternate development (particularly full-game cruiser and earlier carrier primacy) for those who want to play with small-gun capital ships while still allowing those who want a more historical progression to enjoy the game normally.
