I already made a thread about this but it got buried and i decided to make another one. I noticed that ships with mines do not affect minelaying in a region while raiding (although it seems that they can create minefields before a battle) I loaded an old save in rtw2,and i saw that raiders can lay mines. Maybe the devs forgot to make them capable of doing this in rtw3?

Noticed this as well and was disappointed after refitting older cruisers to be raiding minelayers - these ships are neither designed for intercepting raiders or being on active. I can imagine their reasoning is that minelaying capacity is something meant to be done by active ships targeting warships and submarines. I'm sure raiders still get a bonus from having mines.
But if ships can contribute to minelaying and minesweeping while on either active duty or trade protection I can't see what raiders can't contribute to the minelaying capacity either.
