Okay, the dispersion issues for a Q1 big gun has a fairly small effect, but what is lame about it is that, apparently, the whole Admiralty can't do a damned thing about it.
I suggest it should be changed to be more like the other 'defective equipment' events, where you can pay to:
Live fire exercises have revealed that our 17" gun has serious deficiencies! May I remind you that you endorsed this bla bla 1.) Ignore the issue 2.) Pour a lot of money in to fix it
Or: Further research in naval gun techs has a chance of, instead of a new caliber/qual combination, fixing dispersion issues on a gun. (Requires refit, of course!)

Accept the penalty or pay the costs (both financial and in readiness with the ship out of service) of mounting new rifles? Time to decide...
