Note on ineffective ASW in ship designer

In the later part of the game, depth charge throwers and increased stowage stop affecting ASW rating. I don't think the auto designer uses those options after they lose effectiveness, but it would be nice if the design checker gave a note on destroyers that use them.

edit: I was wrong, the auto designer does still use those options (but not on every design)
