Played the game for a few weeks now as Great Britain. During that time I have NEVER lost a war, forced the USA into revolution TWICE, beat the Germans, France, Italians, and Japanese. Built ships that were much better than anyone else. I am building BB with 16 inch guns and the US is still building theirs with 11"?? Yet I lose prestige points for not having enough ships on foreign stations?? I can understand losing points for losing wars and battles but for that? Sometimes it takes a while for a ship to travel from Great Britain to Southeast Asia. The game should take that into consideration. Great game other than that small point!!

Setting a ship to "foreign service" fulfills the station requirements immediatelly, even if the ship itself takes some time to get there.

Navies were a huge part of keeping order in the colonies of the great powers during this time period because the reminded the locals of something they could not compete with. Or at least that was the perception in Europe. So if a navy could not maintain that commitment (outside of war) then civilians and the Gov/ruler would be asking some pointed questions as too why not. The end result is the loss of prestige for the head of said navy.
As such a head it makes sense that you would lose prestige of such a matter. Incidentally while FS does work it can lead to the foreign stations wander, where a ship that over fulfills the foreign station need wanders randomly from place to place (issue tonnage wise in war for basing) is to not use that setting, but to move a replacement ship in before scrapping/bringing in for refit the ship that is being replaced. This is what players mean when they talk about GBs dreaded and boring colonial shuffle.
