I had thought from reading elsewhere in forums that the vanilla limit is 52,000 tons, and that sometimes the AI can get away with building just a hair over that? No? I usually continue to play well past 1925, and I cannot recall ever seeing the computer use 17" guns in the unmodded game. Good to know. Am between campaigns; I'm going to try CSA2 next, and intend to play this one longer. I've played only til '26 thus far because I like to see the different nations, deal with their unique abilities/constraints, try different overarching strategies, etc. The downside is that just when I get the fleet composition and ship-types about where I want them, boom, game over, lol.

During my UK play, USA commissioned in August 1920 this battleship.
I was quite suprised that her armour is really good. It is pity that in late design it used Kaiser class design as base as USA could build Nevada class type battleship.
Neverthless this ship is quite good with 14" belt commissioned in 1920.
