The ship will be sailed or towed to Portsmouth, converted to a cruise ship, then home ported in London. We feel that this maybe the best location for the Cruise Ship since rail access is about the best. Retirees need transportation.

ADDENDUM
The Ministry of Retirement and Entertainment proposes that a Naval War College be designed and built in Portsmouth. As retirees, we feel that a place should be dedicated to learning lessons and developing new tactics and strategies. We feel that this will help to maintain the level of competency in the Naval Forces and develop requirements and specifications for new ships and technology. We also volunteer to instruct and manage the Naval War College, if needed.
We also propose a Naval Technical Laboratory be built and manned at the Naval War College for the advanced study of new technologies and Science.
We wish to remind all that you fight like you train.

Pre-game Ballot 1: Starting Force Structure Construction & Deployment Plan 1899Ae Terminology for this proposal: Ships will be indicated by type, with type given in the form [major type][minor type][optional specialization]. Major types are battleship (B), cruiser (C), and destroyer/ocean-going torpedo boat (D). Minor types are first class, second class, and third class in descending order of size and power for cruisers and battleships, or D for torpedo boat destroyers and T for ocean-going torpedo boats. Specializations are colonial (c), raider (r), and fleet scout/escort (e). A C2c would be a second class cruiser fitted for colonial service. Proposal: The Royal Navy should comprise a colonial fleet to safeguard the Empire and the sea lanes connecting it in a cost-efficient manner, and a battle fleet at least equal to the battle fleets of any two European powers. Part 1: The Colonial Fleet The Colonial Fleet will require three C1c, 11 C2c, and 9 C3c deployed as follows: - The Mediterranean: 1 C1c, 3 C2c, 1 C3c - West Africa: 2 C3c - Indian Ocean: 3 C2c, 1 C3c - Southeast Asia: 3 C2c, 1 C3c - Northeast Asia: 1 C2c, 1 C3c - North American East Coast: 1 C1c, 1 C3c - The Caribbean: 1 C2c, 1 C3c - North American West Coast: 1 C1c The author envisages the C1c as a 10,000t 8" cruiser capable of 23 knots and fitted for colonial service, the C2c as a 4,800t 6" cruiser capable of 23 knots and fitted for colonial service, and the C3c as a 2,400t 5" cruiser capable of 23 knots and fitted for colonial service, which should allow the Royal Navy to fulfill its overseas station requirements for approximately £420M of the legacy fund, leaving approximately £890M for the battle fleet. Part 2: Composition of the Battle Fleet So as to ensure that the battle fleet surpasses the combined battle fleets of any two continental powers, the author proposes that a force of 10 B1, 2 C1, and 8 C2 be constructed out of the legacy fund. The author envisages the B1 as a 16,000t 12" battleship capable of 19 knots, the C1 as a 15,200t 10" cruiser capable of 24 knots, and the C2 as a 5,000t 6" cruiser capable of 23 knots. Part 4: Ongoing Legacy Fleet Construction The author feels that it would be better to review the fleets of the other powers before committing remaining legacy funds and budget surplus to ongoing construction work, but proposes that an additional two B1, two C1, and four C2 should be under construction to reinforce the Home and Channel Fleets, with further construction allocated depending upon needs determined after a review of the fleet and potential opponents is conducted by the Third Sea Lord. *Assuming we're going for a more or less historical force distribution. If we're instead basing our fleet distribution on the importance of the regions within the game, then I'd say concentrate the battle fleet entirely or almost entirely in home waters and leave the other stations with only colonial fleet forces, with the possible exception of the Far East if we're planning to fight Japan early on. generalvikus, is this generally the kind of proposal you wanted for pregame proposal 1, or have I overstepped somewhere?

Proposal: Royal Navy should have fleet to defend vasty British Empire and focus on numbers and cost efficiency and have battlefleet of 110 % of any two European powers. Royal Navy should focuse on building bases around the globe to be able opearate large fleet than fleet of any power in that area - mainly Mediterranean (Alexandria, Malta, Gibraltar), Northern Asia (Port Edward), North America east coast (Bermuda, British Columbia (Esquimalt).
I suggest that all capital ships should be held in UK and dispatched overseas only if threat exist. Our main force overseas should consist of cruisers. The forces should be split between theatres and some force as reserve fleet should be kept in European waters and used to strenght threatened areas. Our cruisers should be main force to defend our overseas teritorries and attack enemy shiplines. Our battleship should be in our home waters and reallocate in case of crises.

To bring my proposal into this thread for consideration with the other proposals: BALLOT NAME Pre-Game Ballot 1: Initial Force Structure CATEGORY Construction & Deployment NAME OF AMENDMENT Big Dummy Plan 1899FS AMENDMENT TEXT Force Structure: The Royal Navy is Mahanian Sea Control power as well as a Global Naval Power. The first part of that statement implies that the RN should maintain a battle fleet second to none that is capable of blockading any opponent and/or defeating them decisively in head-to-head combat. The second part of the initial statement means that the RN is responsible for maintain Sea Lines of Communications (SLOC) the world over. Therefore, a portion of our force will need to be dedicated to trade route and colonial protection. A large number of vessels is required to accomplish this. These vessels should be of sufficient size and power to enable them to contest enemy raiders- the numbers required to provide global coverage make 'absolute best of type technically possible' cost-prohibitive. However, reasonably powerful units will make it necessary for a raiding enemy to build uneconomically large vessels if they wish to succeed in individual combat, or easily-disposed small or weak CL's/AMC's. Therefore, the SLOC security force should be comprised of mid-sized CL's and CA's. CL's should be 6,000 tons, 24kt, 6" gun armed similar to: CA's for SLOC duty should be 10,000 ton, 24kt, 8" gun armed similar to: Seven CL's and Nine CA's will cover all SLOC/Colonial requirements, with no area having more than 1,000 tons excess. Distribution would be: West Africa: 1 CL Mediterranean: 3 CA, 1 CL Indian Ocean: 1 CA, 2 CL Southeast Asia: 1 CA, 2 CL Northeast Asia: 1 CA West Coast N America: 1 CA East Coast N America: 1 CA, 1 CL Caribbean: 1 CA Force Structure- Battle Fleet (inc. Coastal Forces) The RN has the largest docks in the world available in January 1900, and the battleships of the RN should make use of them. Battleships will be large, fast and well-armed, although the poor-performance 13" guns will not be used until revisions are made to their design, or other high-quality large caliber guns become available. Recommended battleship design is as follows- 16,000 tons, 19kt, w/ 4-12" and 14-7" guns (note that proposed design lowers the deck armor in favor of better BE and TT armor): A large "Fleet Cruiser" of 15,600 tons, 24kt, armed with 4-10" and 14-6" guns will supplement the battleline. A 500 ton, 26kt destroyer armed with 3" guns and 4 torpedo tubes is also recommended. Only 14 of these vessels will be included until torpedo technology matures. Finally, 12 200-ton minesweepers will be constructed to provide coastal patrol vessels. More will be procured as the submarine threat is anticipated to grow over time. Initial fleet composition: Including the 9 CA's and 7 CL's recommended to comprise the SLOC fleet, there are sufficient resources to procure the following vessels for both the SLOC Fleet and Battle Fleet: 10 (+4 under construction) Battleships 2 (+2) Fleet CA's (10") 9 CA (8") 8 (+3) CL's (same class as SLOC CL's) for fleet scouting, SLOC redundancy and home area cruiser duty. 14 DD 12 MS. The construction budget for the projected ships ( 4 B, 2 CA, and 3 CL) will be about 18M. However, it is recommended to pause these for one month in order to provide funds for base expansion (see below). Initial base expansion: It costs 2.4M to expand a base. Recommended initial expansions are all 4 North American bases (Halifax, Nova Scotia, Bermuda and Newfoundland) and the Caribbean bases Jamaica and Trinidad (the two largest). Finally, the construction dock capacity should be expanded. Other bases can be expanded as funding becomes available, and follow-on expansion to the aforementioned six initial bases be conducted such that the entire battle fleet can be adequately based in N. America East Coast, and the Caribbean as well such that dominance of both sea areas can be assured. ARGUMENT IN FAVOUR OF THE AMENDMENT The initial ships are designed to be of high initial quality while still mustering sufficient numbers to provide adequate SLOC coverage, overwhelming Battle Fleet combat power, and reserve/redundant ships. Emphasis is placed upon good combat power for all units, tactical compatibility and future upgradability. By 'tactical compatibility' it is meant that ships will operate well together even if thrown into battle in an ad-hoc manner- excessive specialization is avoided. Experience has proven that desired specialized types are never available when desired, and heterogeneous squadrons will have the disadvantages of their weakest members. All battleships are of the same class, and all cruisers have the same high speed. Specialized "colonial" cruisers of low combat power are deliberately avoided as they are death traps in combat. Specialized raiders are also avoided because the Royal Navy does not raid, the Royal Navy Blockades! Once technology has matured to the point that the initial rounds of hull and machinery improvements are attained, a large CL class of 8,000 tons may be desirable to augment the SLOC fleet. Once large secondary armament is attained, a 'semi-dreadnought' class of 4 ships can be constructed, and this is projected to be sufficient until Dreadnought-level technology is researched and next-level vessels of those types (BB & BC) can be constructed. Another squadron of 12 DD's can augment the small combatant force. A large expansion of the DD force will be undertaken once 900-1100 ton DD's are available, armed with upgraded torpedos as well as a strong gun armament (~4-4") Taken as a program, this building program and base expansion program will position the Royal Navy to fight and win against either the US Navy, the German Navy, or any two other powers.
