I don't want to be negative here but I think you guys need to be a bit more realistic about submarines in RTW. I don't get why you even build subs. I have two main problems with submarines in RTW. I don't believe they are worth the money, and much more importantly, they provide almost no entertainment value (this is, after all, a game that is meant to entertain). I get that they have some value from a role-playing standpoint, after all they were used in WW1 fairly effectively by the Germans. They had some success historically, everyone operated them, so it seems logical to think they should be a part of any nation's fleet. But that's real life, not RTW. From an RTW game standpoint I just don't see the value being returned for the investment. The results for an entire war's worth of merchant ship sinkings by submarines seldom equal the points accrued in a single surface victory.
I can't help but think of the alternative usage for the money spent. I'd much rather invest that money in destroyers, each of which has the potential to change the course of a battle with a single torpedo, each of which can be lovingly designed and tracked through a, hopefully, eventful career, but more importantly are tangible objects (from a digital standpoint, anyway) that I can actually manipulate and enjoy in the game. Subs are simply a spreadsheet; where's the fun?
I do hope the handling of submarines improves in RTW2.

Subs are actually very effective for triggering revolution by increasing unrest,they are far from useless in a gameplay perspective. Sure the vp they provide is insignificant but that's not really why you use them. That said I agree that pure sub spamming is fairy boring, but that's also a tough issue to address. A guerre de course, whether done by commerce raider or subs are just going to be hit and runs which really don't warrant significant controls outside the odd interceptions.

After posting the above message I realized it might be useful to make some actual suggestions for making the submarine subsystem more interesting. Those suggestions are probably more appropriate for the RTW-2 Suggestions thread so I've posted the message in that thread for anyone interested.
