I was just watching The Historical Gamer doing a Russian play through, and he was complaining about "not being able to tell destroyer squadrons to make torpedo attacks". Dear THG, you can. It's called "flotilla attack", and you can find the button in two different places. It is the button with 3 little ships on it, and you will find it in the status window for you lead (flagship) division*, or you can find it by going to the OB tab, right clicking on the top force name*, and you will see the same button (along with a bunch of other useful orders) in the pop up that appears.
Once you click Flotilla Attack, give the game time for the attack to develop. It may not happen at all if it is early in the game (pre-1914 or so) and you have crappy torpedoes. Speaking of which, if you right click on a ship, you will get the ship data screen, and torpedo stats are at the bottom middle. The performance will be displayed as WWWW yds @ XX knots/ YYYY yds @ ZZ knots. Those are the range and speeds at the high speed and low speed settings, respectively. Note how slow and short ranged early torpedoes are. That's why you shouldn't expect much from early DD attacks, unless you get really close.
*Can be either your flagship division of the main force, or the lead division of the scouting force if present.

What I have found interesting in watching YouTube videos of RTW play is that some of the players obviously came into the game via other strategy/operational games that work quite differently. One thing that stood out with a few of them is that do ship refits at the drop of a hat. Not the cheap maintenance refits, but the large scale ones to replace guns (and turrets) or machinery.
I would also mention that it is sort of amusing to see rants about the politics/diplomacy that they have no control over. But I rant about that stuff as well when I type up commentaries on my games too. "The Prime Minister is a clueless psychotic." is a pretty common one.
And the weakness of early game torpedoes is one reason I do not like building many of the early 500-600t destroyers. Though having some in a battle gives you the tactical option to send them in to get the AI to turn away.

But then totally miss the boat on Fire Control refits. Tortuga had a similar obsession with upgrading his pre-dread's 12' mains during his most recent Italy campaign. You're better off investing into AP research than some slightly better guns, especially on soon to be obsolete ships.
