With all that has been said, on certain improvements to crews, but my original question was how do I know what level of skill in those three skills the crews are at. Apart from ship skills levels shown on the ship screen, ( which are gained through combat) there is no record of training skills. The question needs to be answered, because there 3 skills and only 2 that can be trained at any one time, so when do change, and when do you stop wasting money on a particular skill?

The modifiers/advantages are either in effect fleet-wide or not, depending on whether you've been paying for it for at least 12 months. It's a yes/no thing.

Like fredsanford wrote, either all of your ships have the bonus or none of them do and they all have the same bonuses. Once you pay for the training for 12 straight months you get the bonus. The bonus will stay in effect (and you will continue pay the cost monthly) until you change it. There are two ways to change the training. The first is to stop all training by hitting the "Stop Training" button. The cost and the bonuses will stop that turn. Regaining the bonuses would require paying the training costs again for another 12 months before the bonuses go active The second is to change the trainings you want to prioritize by unchecking whichever and checking the new one(s). For example, going from Gunnery and Night Fighting to Night Fighting and Torpedo Warfare by unchecking "Gunnery" and checking "Torpedo Warfare" and then hitting "Apply". The new cost will take effect immediately. In my example your cost would go from 50% of maintenance to 40% of your maintenance costs. However, the training priorities won't change until 12 months have passed paying the new rate. In the meantime, you will continue to get the Gunnery bonus (and the Night Fighting bonus of course) until that 12 months is up when the bonus for Gunnery will end and the Bonus for Torpedo Warfare will begin. Once you make the change, you're locked into it (you can't go back to Gunnery in the above example) until the 12 months is up or stop training immediately. I just verified the above using a save game while at war with training active.

Do repeated successful engagements against the enemy have a similar effect to gunnery (or torpedo) training?

Do repeated successful engagements against the enemy have a similar effect to gunnery (or torpedo) training? Not as far as I am aware - not, at least, beyond any effects that increasing crew quality due to battle experience would have.
