For reference, I have never checked that box, and I get Primary FF at the rate of about 1 every 2-3 games, Secondary about 1 in 10+ games. Even playing as the English, I have never found FF to be a problem- a tragedy and an inconvenience, yes, but I have never had a "something's wrong with our bloody ships today" moment. I've had a game where in a battle against UK 5 out of 7 of their battleship sunk was due to flash fire(mostly aged BCs) so there is definately a "something wrong with their explody ships today" moment this have never happened in other games against any other country( im generalll reluctant to fight UK). But generally it's very noticeable that AI UK ship blows up, as for my own ships ordered from UK this seems rare.

Interestingly enough, when "something is wrong with our bloody ships today" was originally uttered, nothing was actually wrong with the ship in question.
From Wikipedia:
"Shortly after 16:26, a salvo struck on or around HMS Princess Royal, which was obscured by spray and smoke from shell bursts. A signalman promptly leapt on to the bridge of Lion and announced "Princess Royal's blown up, Sir." Beatty famously turned to his flag captain, saying "Chatfield, there seems to be something wrong with our bloody ships today." (In popular legend, Beatty also immediately ordered his ships to "turn two points to port", i.e., two points nearer the enemy, but there is no official record of any such command or course change.) Princess Royal, as it turned out, was still afloat after the spray cleared."

I seem to remember that most of the battleships built in the UK on behalf of foreign customers were slightly inferior than the battleships built in the same period on behalf of the Royal Navy (eg Iron Duke had a thicker armor than that of Almirante Latorre alias Canada) and significantly inferior to those already planned (eg Queen Elizabeth or Revenge vs Erin). It seems to me that the same happened with French naval constructions on behalf of Imperial Russia (eg Bouvet vs Tsesarevich). On the other hand in RTW it seems that a foreign nation can design and obtain better ships than those of the country that actually builds them.

In my mind I explain that as only the construction itself being ordered - the project itself was made at home, taking into account the state of the art of the building nation.
