Hmm so the pride and flagship of my navy is currently embroiled in a pre-dreadnaught fleet battle and has a fire on board, it was also taking leak damage.
So initial status
Leaking 43 (Not huge) Fire 1 ! Structure damage around 30% Floatation has 5 screen dots roughly 15%
I slowed the ship and turned out of the battle line for around 30 minutues game time, the leakage was stopped and for 1 turn only the fire went out.
However on putting the speed back on the fire returned without the ship receiving any enemy attention. What is worse it went from Fire 1! to Fire 2! in consecutive 5 min turns.
I can't find anything in the RTW rulebook to let me know how to combat / reduce the fire nor if it is insta boom should it increase another level to Fire 3!.
Should I stay out of battle and reduce to 0 speed, will this help ? Or should I return to battle and get some last minute salvos away before the inevitable happens......

Fire will gradually consume structure points. Once the structure points are gone, the fire will rage out of control and the ship will be abandoned. The more structure damage, the harder it becomes to combat the fire (simulates loss of fire mains, etc.)
Getting the ship away from the action will help fight the fire. The gun crews will help fight the fire so long as the ship is not threatened. Not sure exactly how far "away" is, but I'd try to get it out of range or sight of the enemy.

I've learned the hard way that just because a fire is not reported does not mean it is out. My experience with the few fires that I have experienced has been similar to krankey's. Seeing a fire apparently go out, I move to rejoin the fight by cranking up the speed only to reignite the fire in short order.
Fighting fire is pretty mysterious in RTW. There are few hints on how to deal with it, though fredsanford's advice is good. Regarding how ship movement affects fire, it seems logical that reducing speed should help, if only because increasing speed seems to make things worse in most damage situations in RTW. But saying that for sure is difficult because of the scarcity of samples.

Thanks guys, I did post a reply last night but on a mysteriously dodgy connection im thinking it didn't arrive.
Anyhow the fire did go out eventually, after sitting the ship at zero speed while the battle moved away from it. I waited an additional few minutes real time about 30 minutes in game before moving the ship again. I didn't notice a fire extinguished message but may have spam moved the battle forward.

If I have a persistent fire, and if I can afford to take the ship out of action, I reduce speed to 3 knots, forbid the gun crews to fire and turn away from the enemy. That usually does the trick within a few minutes.

And fires are really how small ships can take down things like battleships in the early periods of the game. Harry them with a constant storm of HE fire and you can eventually burn them down. I once sank a lone enemy battleship that was coastal raiding with a protected cruiser and a couple of destroyers that way. Some other circumstances in my favor, like being a night action, but it can be done. (And I missed with all the torpedoes I fired.)
