My opinion, for whatever it is worth(not much I suspect) is that this game should be viewed as naval warfare in its totality. This includes the technology of naval warfare; surface warships, submarines, etc. Politics and economics are also included since they are also contribute to the totality of naval warfare. They control who, what, when and where we collide and fight an opponent. Economics provides the limitations and forces us to choose what to build and when to build it. Geography is a very important contributor. It governs who are main opponents will be, where we will fight them, and if we are smart enough, what weapon or weapons will contribute to the totality of naval warfare.
This game is not a game of building battleships, its a game of total knowledge of naval warfare. This is how I view it and play it.

garrisonchisholm, you don't really have to plan a submarine war. Now that we have nuclear power and air-independent-propulsion we pretty much just show up and win. I'm glad neither is in the game. I'm fond of being a battleship admiral.
