Additionally to what was just said it has been my observation that the AI tends to adjust course a lot and reacts to dds as if they have infinite torps and are launching them regardless of range. Whereas a human play will (myself and videos watched on YouTube for experience) tend to hold a steady damn the torpedos approach to maximize gunnery. Especially in the early game this will lead to more torpedo hits, but also generally better gunnery results.
My experience it that the AI will turn away as soon as dds move forward while a player may not.

I never lose my flagship to torpedo attacks. But I do lose the other division battleships to torpedo attacks.
The early game torpedo meta is extremely tilting.
Late game is fine because it seems the AI doesn't get much of an advantage over your ships. But early game...there is definitely some AI advantage being conferred by the coding. Particularly on admiral mode.

As I've said elsewhere, I think the AI 'advantage' has more to do with tactical position rather than a torpedo modifier. The developers have repeatedly said the AI does not receive such and I see no reason they would be untruthful.

My torpedo problem has mostly to do with unexpected night battles. There is no 'upstream' or 'downstream' in those confused brawls.
What is in play is the crew training...and I've been playing nation's with poor education lately...
