No, this is not a "how to" thread, but rather a 'what do you do?' conversation.
Sometimes Unrest just balloons in peace-time, irrespective of war. It happened in my PLK AAR, and it is happening in my current game as Japan, but it is not happening frequently enough that I can get a handle on the whys and where-fors of it.
Obviously the thing to do is take advantage of every social reform event that you can which will help lower unrest. Yet this seems to be the only thing that you can do, because I haven't detected that curtailing spending actually helps- unused money just piles up and then gets diverted.
Has anyone noticed and non-event methods of unrest reduction which seem to help?

I'm not sure that it's spending so much that needs to be curtailed in that scenario as budget. Events that lower budget for some other purpose than unrest management should still at least help unrest stop rising, even if they don't lower it. But I tend to mostly play the US, so unrest is rarely enough a problem for me that this is more a general understanding of the manual and what I've heard said here than it is experience.

I agree with rimbecano; it's likely that the issue is that you have a very high budget modifier, and taking -budget (or, less directly, -tensions) options when given the chance in events should help.
I don't think your actual spending is an issue for unrest, unless maybe the navy's constantly in debt. At any rate, I very frequently spend millions beyond my instantaneous budget during a construction program and do not think that it's caused me any particular unrest issues.

That's very useful to know, I hadn't picked up that lowering budget on its own accord could promote a more stable nation. My peace-time unrest of 10 was successfully lowered to 5 before the advent of war unified Japan (or, more likely placated the military faction).

I've seen info that it increases unrest.

No, in fact only my legacy ships ever rate as 'cramped'; though in this game I have a run of cramped destroyers that I am still using, they are in home waters and not on CP (so they won't irrationally appear in foreign waters to support scenario requirements).
In this case unrest did moderate in peace, and disappeared in a successful conflict, though then I hit a fatal error (nothing to be alarmed at) and have been on hold with it pending resolution.

In my experience, the fastest and most reliable way to drop unrest is to start a war. Every major victory reduces unrest by 1-2 (proportional to the prestige reward, I think) and actually winning a war with anything better than a white peace automatically drops it to 2-3.
