Since Rule the Waves such has a unique - and uniquely excellent - way of handling technology, I feel that the topic deserves some in-depth discussion and debate.
Thus far, I don't think that much attention has been paid on these forums to the discussion of technology prioritisation. There seems to be something of a general consensus that it is sensible to prioritise ship design and fire control early on; the former for dreadnoughts as soon as possible, and the latter to make battles more fast-paced, decisive, and therefore enjoyable. Another suggestion which I have seen along similar lines is the idea of putting fleet tactics on high for the first few techs in order to improve general player quality of life. Beyond that, there is of course the obvious solution of prioritising areas in which one's nation has an advantage, as well as related techs when applicable - Japan, for example, may as well prioritise 'light forces and torpedo warfare' along with torpedoes. Beyond that, I do not think that I have seen many other ideas of note, other than the novelty tactic of early game 'HE spam'.
So, does anybody have anything interesting to say on this topic? Are there any particular set-ups that you have found to be optimal? How do you proceed after the first few years of the game, when the 'quality of life' research is out of the way and dreadnoughts have arrived? Do you find certain configurations to be ideal for a given nation? And so on.
