Is the amount of points used for claiming territories in a peace treaty fixed based off of some hidden value or is just determinant on the event that triggers the peace? What are the maximum values for each event or type of settlement/treaty? Is an eight year war against two different powers always going to feel like a cop-out if I can't force a revolution?

10 points max AFAIK. It seems to depend on the event with a random element, as I've seen even the negotiations that are said to be likely to result in white peace yield points in my favour. On the flip side I've seen popular uprising result in less than 10 points.

I've never gotten more than 6 points in all of rtw or rtw2 even while soundly thrashing the enemy over the course of a long war (5x as many vp, all/most of the enemy capital ships sunk). Not 100% sure how it works but as Antediluvian has said there seems to be somewhat random. At least now you can manually set invasions and take territory on your own.

I've never gotten more than 6 points in all of rtw or rtw2 even while soundly thrashing the enemy over the course of a long war (5x as many vp, all/most of the enemy capital ships sunk). Not 100% sure how it works but as Antediluvian has said there seems to be somewhat random. At least now you can manually set invasions and take territory on your own. You need collapse of enemy to get 10 points. It could be done through blockade or sinking merchants (raiders, submarines).

it's random - you could be leveling the enemy and still only get 4 points or even zero points in RtW1
been getting good luck with my RtW2 game, got two 10 point wins and an all even war

I got 14 points which I expect was because I had sunk 90% of the enemies ships and they had a revolution so you can get higher than 10.
Quick question though. I know in RTW1 here was a time I lost badly and the enemy got most of my BB/BCs awarded to them as part of my reparations however I have never seen ships awarded to me when I won, is that even a thing?

Ah that would be it then - don't recall ever winning due to collapse in rtw1 and only played one so far in 2. I almost never bother with raiders or more than a handful of subs to pop the occasionally helpful 'submarine xyz torpedoed and sunk abc'

warlock - sometimes (but not always) if your enemy collapses in revolution, a popup window lets you take one of their ships as 'reparations'. In RtW1, I must add - not sure if RtW2 has the same event.

you can probably mod it just like in RTW1 to have peace deals give out much higher points
