Describe the issue in detail.
Open the "CA Victoria Luise" design for rebuilt.
Switch the guns sizes around (and only the gun sizes!), to make the game recognise that there are better quality guns available [ 9" (-1) -> (0) / 6"(0) -> (1) ].
See the rebuild costs switch to 4417 (6 months) or 8129 (8 months), final result maybe depending on which gun you change first, and if you dial the size up or down first.

Getting the same costs/rebuild time no matter how I switch the guns around to get to 9"(1)/6"(+1).Can you describe how to reproduce the bug?
