Mostly I have quite some posessions which I do not need really. I would suggest a possibility to get rid of them, by "selling" them to another nation, by swapping, or just by letting them into freedom.
I am aware that the care for some spread posessions is one of the reasons to have a navy at all, and maybe this should be limited to one or two times in a game, or strained with heavy risks or costs. But it would open for more variety on the strategic level of gameplay.

In this case you are naval admira, the first one. As that you have cannot manage yourself foreign policy. You are not Prime Minister to do such decisions. It is similar with funds. You get some and you have some possibilities to influencem them a little.

You get some and you have some possibilities to influencem them a little. An event may be able to do this. E.g: [nation] has approached us over the status of our colonial holding of [possession]. They are willing to exchange [amount of money or one of their possessions] for it. The [nation leader] has asked your advice. - "We're still using it. Tell them to take a long walk off a short pier!" (+prestige +tension) - "It's not much use to us. If they want it, we're happy to trade. " (+budget or possession -tension & 20% chance of it falling through) - "We need the money. Try to get more for it." (++budget -prestige & 40% chance of it falling through) Or it could be the other way round: [nation]'s finances are in a poor way. Their ambassador has approached us with the offer of their colony [possession] in exchange for [amount of money]. As it is a coastal holding, the money would have to come from the naval budget. Personally, I've always felt that Maine being represented as a colonial possession within the game was a bit weird anyways - it's the only state in the contiguous USA to be treated as such, it's been a state since 1820 and a part of the Union (as a part of Massachusetts) since the Revolutionary War, it's close to what was in 1900 perhaps the most industrialized and densely-populated part of the country, and Britain's probably the only power that could plausibly occupy it, mostly due to Maine having a land border with Canada.

It's easy to sell your possessions... assuming you have sufficient roleplay to explain why another nation would want it for your asking price. Edit the Mapdata and .bcs file in your save game, swap ownership of the colony and add Funds to yourself. Make sure you scrap any fortifications or bases before doing so.

That's too much like hard work for me. I'd prefer to have a method in game to do it so I think the event option is the best. To get round the Maine problem, it would be possible but only if the US fleet had been wiped out, they need the money, and it would be very expensive.
