Were there any start options that were not the default? Very Large fleet, Versailles Treaty, Historical London treaty
Describe the issue in detail. I was bringing my fleet carriers out of mothballs and putting squadrons on them. I had some Veteran torpedo bomber and fighter squadrons left on my CVLs and land airbases, and I moved them to my fleet carriers. I think fought a Fleet Exercise against myself to practice fighting against an enemy with carriers, and to raise tensions with Britain. After the Fleet Exercise, I noticed I no longer had any Veteran squadrons of planes!
