So I like to sometimes play exceptionally low research rates(20-35%) games because it feels like way to often I create an entirely new fleet of modern ships and then I can't seem to get into a war to actually use them until they are already completely obsoleted by new technology, but with the decrease in research rates, it seems that as soon as anyone researches anything new, all the AIs start stealing it so it feels pointless to try and be on the cutting edge. It's bad enough in vanilla but in this super slow mode it actually kind of ruins the fun. So perhaps you could, at the start, change the rate that happens like you can the research rate.

I wonder if tech scaling also affects tech stealing rate? If no, it probably should. 20% tech progression should mean 20% as much tech theft.
