I let the AI autodesign a CL for me in 1900. I deleted all turrets, and build 2 double turrets with 6 inch guns instead. protected cruiser. so far, no problem.
After I find out about "modern" light cruisers, I try to build the same ship ( 1910) . Suddenly, I am not allowed to have double turrets on a light cruiser.
Even better, if I manually design a light cruiser in 1900, I am not allowed to have a double turret either. If I let the AI do it, and swap the turrets for 2 6 inch double turrets, they can be build.
Is this a bug, or working as designed, strange as it may seem?
Never mind!!
I allways forgot to switch to the protected cruiser form when I tried to design my cruisers all by myself. ARRG!!!!

Ships that the game classes as CLs using the sloped deck or flat deck armor schemes require a c.1921 technology (Double gun mounts on CL) to mount twin turrets; I believe this technology also allows ships that the game classes as CLs using the protected cruiser armor scheme to mount twin turrets in positions other than A and Y.
It is also possible to build ships that the game classes as CAs which would be considered light cruisers under the definition derived from the 1930 Treaty of London: You can build ships similar to this at any stage of the game, though of course usable/optimal turret configurations and achievable speeds may vary. Note that 6" CAs need a 3.5" or heavier armor belt if their design displacement is in the CL range.
