I've run into this as well: In the last decade of the game, early game techs seem to be re-researched.

rimbecanoYou mention it happens in the last decade of the game, you mean before 1955 or if you extend it up to 1970? If all technologies have been researched then the game randomly chooses tech from the tree to research since there are still research points accumulated but have nowhere to be spend.

There are some changes in how research is done from RTW1.
In RTW1 your research points are distributed between all fields that are researching technology max. 2 years ahaed. In RTW2 it seems that there is no such limits and as soon as technology field is uncovered research points are distributed to all such fields.
It has some effects as some fields has only few technologies and all technologies in that field are easy researched (eg. Airships). Even after all technologies are researched, RP are still distributed to that field (it has logic as research continue, just no other invation could be done). It has some opposite effects too as it is impossible to have radar technology at time as it was in history because it is late field (1937) and a lot of technologies in short time. And as all RP is distributed in all fields, radars get only small amount even if priority is set to high and all remaining too low. Probably something as 4/20, so 1/5. May be this (Radar tech) needs a little finetunning by decreasing costs for each invention.
