small fleet, 5/1943
There are 2 issues I can see:
1. scrapping ships in war (12 years old)
2. scrapping with small fleet
I am in war with UK and I get report UK is scrapping 12 years old CV and 15 years old CVL. It is comletely nonsence as you can see from the second screenshot that UK is completely out of ships (last battle end by sinking only 1 BB on both sides). I think that there is may be issue with "small" size as UK is trying to have maximum number of aircrafts and probably have difficulties with budget. But still 621 aicrafts, 16 airships is only about 60-75M per year.
Still scrapping their only CV in war is terrible.
note1: with small fleet all nations are scrapping too many ships. My 20 years old ships are "kings" as they have no opposition because AI is scrapping their own ships. note2: in this war UK lost only 1 BB, nothing more. Previous war with UK ended in 1934. After 9 years UK fleet shrunk heavily. There is something wrong. note3: I have practically no opposition, even USA (I have never fought them) has similar fleet as I have and their budget is almost double to mine for long time.

Another example, Germany AI is scrapping CVL 11 years after being built.
v1.07, small fleet
The issue is probably same, all money spent on aicrafts, no money left for fleet.

I have similar observation with late game AI fleet sizes, with countries like UK having 4-6 capital ship in 1940 compared to 15ish in 1920s (Large size). AI actually refit and sometime keep old ship around for quite a while(I've seen AI keeping ship for 20 years or more under treaty), so I think its probably a issue of budget management indeed.
