Will be possible to create scenarios adding the harbours you consider? With the hability of two slots to "create your own country", the hability to plane new harbours will be great.

I think that was already confirmed - as far as I can tell, harbours are just coordinates for the game, even if you might need to do a little text editing to get them in.
Actually, as far as I can tell, campaign scenarios are already editable in SAI campaigns, it's just that it's not documented and hasn't really been pursued by the community here.
