So, I've spent the night making my first two attempts playing Japan, and here is what I learned! These would probably apply to playing any weaker/minor power:
-Always keep an eye on your prestige. Don't give it up too easily. So far from what I've seen, the magic number seems to be 15 - the moment you get below 15, bad things will happen.
-Manage tension - one of the best ways to improve your position is to always try to pick international solutions and multilateral negotiations in crises. These will usually tick off one of the powers, but will substantially lower tension for everyone else, making it a net win.
-Buy foreign! If you're a country like Japan and your starting resources are limited, the best part of it isn't even the larger ships you can get that way - the real win is all the technology that will come with your new purchase, which allows you to catch up to the European powers quite quickly. It is wise to place orders with several foreign powers early in the game. Note that the same design will differ in cost and weight depending on who you buy it from (because of technological differences) - at the start, Britain almost always offers ships that are both lighter and cheaper, even if built to other nations' designs.
