Did you edit the file? My understanding is that that breaks the installer....

seems like some base file were edited by mods, always back up before installing mods or have a clean copy of the game on hand. Best thing to do now is probably back up your saves and dld a clean copy of the game, and then move the saved back

If you have modded certain files the update installer may not complete the patch process (it is a binary updater and uses file differences to generate the patch).
I will note that we do have this warning included in the same thread where you download the update:
"If you have modified certain of your RTW2 files then the updater may not be able to patch the game, so please restore any modified files before you attempt to update the game. If you modify any file in any game/program it is always a good idea to first back it up in case it is needed."

blueduck You may have a corrupted game file on your drive. Try this: delete the folder that RTW2 is installed to (do *not* uninstall the game), then reinstall the game to the same folder, then try applying the 1.08 update. Note that the game should not need re-activation since it is already licensed on the machine you are re-installing it to, so that should not be an issue unless you are running in a virtual machine or VM Ware like WINE, etc.
