Destroyers are stuck in a race betweeen torpedoes and fire control. Get some nice torp tech before decent fire control happens? Yolo them into the enemy fleet and blap away. Stuck with single tubes when battleships are starting to get accurate? Keep them close to the main fleet as a screen force and only seperate to get some more torps into those stubbornly floating but stricken targets.
When fire control gets really good? Well then I drop to a single triple or quad launcher and focus entirely on AWS and DP abilities.

I use DDs with 2 torpedo mounts and 3 guns/turrets of 5" or 4 guns/turrets of 4". How many tubes in mount and single gun/double turrets depends on technology. This means I can have destroyers that are reasonable powerful (guns), reasonable number of fishes and still relatively cheap not going too fast as 1 or 2 knots cost too much but does not bring additional value to much.
