Can the covering force be tied to the convoy somehow? As it is, with the pre-battle course and speed locked, the convoy player can't win, as the covering force is inevitably MILES out of position by the time anything happens. Worst case scenario is the convoy is miles out of sight, covering force never gets unlocked, convoy gets massacred. This situation has just caused a CSA campaign to go straight down the drain, because I literally had a dozen convoy defence in a row. Either I ran the mission with no chance of saving the convoy, or I refused it. Either way, the war was lost without ANY major combat.
Speaking of which, can you look at the mission selection options, because as I said, 12 convoy defence in a row. Medium campaign seems to never have fleet engagements, and when it does, the AI often refuses it. In the campaign I referred to in the 1925 thread, not one of my battleships or dreadnought ever fired a shot. I know in the larger campaigns you will see them, but I prefer the medium campaigns because the larger fleets tend to be a nightmare to keep track of.

I have tested extensively on medium size because I too think the larger fleets are a chore to keep track of, and there will be all sorts of missions. It could be that only you and the enemy have forces in some area, but even if there is only one possible conflict area with one of your possessions, there should always be at least 50% chance for a non-convoy mission.
In my experience, convoys tend to be defensible, and it is usually the AI who is not all that good at convoy defense, but it might be that there is some scenario that has a flaw somehow. If you could send me a savegame I can have a look at it. Just zip up the folder of your savegame (game1, 2 etc) and attach here, or send to nws and I will take a look at it.

Don't have the save any more, sorry. I was the CSA taking on France in the Caribbean. Very early in the game (1902-3 iirc). It looked (from the preview map) that it was giving me the same mission again and again, idk. The preview map was set north of the Dominican Republic.
As for the mechanics of the scenario, sometimes the players forces are out of visual range when the convoy is attacked, and is therefore never released.

The lack of fleet battles in your war was most likely because the battlefleets were not in the same area. When fighting a European power as the CSA, the enemy will usually not take their entire battlefleet and cross the Atlantic (although they might). This means that the war will mostly be fought as cruiser actions and similar. Geography plays a part here. Fleet battles will be much more common between the European powers of if the CSA goes to war with the USA.
Fleet size has no influence on the frequency of the various battle types, though the availability of the various ship types in the area where the battle is fought has.
I will take a look at the convoy battles and see if anything needs to be tweaked.
