I've come to notice that my land air bases tend to send out their entire bomber forces to scout as soon as battles start. Is there any way to order them to only reserve flying boats for this role, so my bombers remain ready for when targets are spotted? Also, does the "floatplane scout priority" option in the doctrines menu also apply to land bases?

There is no direct way to order the game to send out specific plane types on pattern search missions. However, the game will prioritize flying boats for recon missions. From my experience, if you have sufficient flying boats stationed at a base to execute a search the game will not use other bomber types for recon.
I'm not sure about your second question, though I have to imagine that floatplane scout priority would apply to a land base, assuming it actually has a floatplane squadron on hand, which in my games is extremely rare. (This is because land bases tend to be rather far from most naval battles and floatplane scouts tend to have rather short ranges, which means that I don't normally station floatplanes at land bases.)

[SNIP] I am not convinced this is the case for 2nd day searches. I recall a month or so ago looking at my land bases on the 2nd day of battle and seeing bombers flying patrol and ~6 PB sitting undamaged on the base. I think I logged a bug on it at the time, but am not positive that I did. I don't remember ever having had this problem for 1st day searches. |

You could be correct. Second day searches are, let's say, uneven.

You could be correct. Second day searches are, let's say, uneven. LOL on phrasing  Yes, I think I've also noticed some bases deciding to do second day searches and others deciding that they were tired from the first day and would rather sit that day out while lounging at the O-club |
